The legal position, which is not ambiguous
A cosmetic product placed on the Great Britain market may use as an ultraviolet filter only a substance on the permitted annex. No plant oil appears there. That is not a technicality: it means that no plant oil may lawfully be sold as a sun protection ingredient, and a product marketed as sun protection on the basis of one is not compliant.
It also means something the category should sit with. Every permitted filter arrived on that list through a dossier: characterisation, absorption spectra, dermal absorption, toxicology, exposure assessment, and a scientific committee opinion. No plant oil has been through that process. As noted in the article on the permitted list, that is a commercial fact rather than a scientific verdict. The effect is the same.
Where the circulating figures come from
Anyone searching for this subject will find specific sun protection factor numbers attached to specific oils, repeated across blogs, retail listings, recipe pages and social posts. This publication does not repeat those numbers, in any context, including to argue against them, because repeating a figure is how a figure survives.
What can be said about their provenance is this. They trace back to a small number of publications, several of which measured formulated cream preparations containing multiple components rather than the oil alone, and several of which used in vitro substrate methods rather than the recognised in vivo determination on human skin. The numbers were then lifted out of the papers, detached from the preparation they described, attached to the oil as though it were a property of the oil, and republished indefinitely.
That is a well understood failure of citation. It is not fraud on the part of the original researchers, most of whom were describing something narrower than what has been attributed to them. It is what happens when a number escapes its methods section.
This plant oil has a natural sun protection factor

- That the oil has been assessed for ultraviolet protection by the recognised method, on human skin, at a defined application density, with reproducible results.
- That the figure is a property of the oil rather than of a formulated preparation containing it.
- That the oil is a permitted ultraviolet filter, since sun protection factor is a labelling concept that only applies to a sunscreen product.
- What is established
- Some plant oils show measurable absorbance in parts of the ultraviolet range in laboratory conditions, which is unremarkable: many organic materials do.
- The published figures in circulation derive from a small number of measurements, several on formulated creams and several by in vitro substrate methods.
- What is not established
- That any plant oil has a determined sun protection factor under the recognised in vivo method.
- That any plant oil is a permitted ultraviolet filter in Great Britain.
- That measurable absorbance in a cuvette corresponds to protection delivered by a film on skin over hours.
Why absorbance in a beaker is not protection on skin
A material can absorb ultraviolet and still be useless as a sunscreen. Several things have to be true at once, and a plant oil fails most of them.
- Coverage of the right wavelengths. Protection has to span the ultraviolet B and the ultraviolet A, with a defined relationship between the two. Patchy absorbance somewhere in the range is not that.
- Sufficient absorbance at realistic film thickness. A sunscreen film is very thin. Attenuation depends on how much absorbing material is present in that thin layer, and weak absorbers cannot compensate by being present in a thick layer, because nobody applies a thick layer.
- Photostability. Plant oils contain unsaturated fatty acids that oxidise, and oxidation under ultraviolet is precisely the condition being tested. A material that degrades during exposure is not protecting at the end of it.
- Film integrity. An oil spreads thinly, migrates, absorbs into the outer skin layers and rubs off. It is not engineered to form a persistent, even film.
- Reproducibility. Plant oils vary by cultivar, harvest, extraction and storage. There is no basis for expecting one bottle to behave like another.

The effect that runs the wrong way
There is a further consideration that is rarely mentioned and follows from basic optics. Skin is a scattering medium, and part of the light arriving at its surface is reflected or scattered back at the interface because of the refractive index mismatch between air and the stratum corneum. Applying an oil reduces that mismatch, which is the same reason wet skin looks darker and more translucent than dry skin. Reducing surface scattering means more of the incident radiation enters the tissue.
This is a well established optical effect and it is the physical basis for optical clearing agents used in imaging. Its magnitude for a thin film of cosmetic oil on skin under solar ultraviolet has not, so far as this publication can establish, been quantified in a way that would support a numerical statement, and none is made here. It is raised because it means the assumption that an oil can only help is not automatically safe.
Why this is the dangerous one
Most overstated claims in cosmetics waste money. This one changes behaviour in a specific and hazardous way.
A person who believes they are protected stays out longer, seeks shade less, covers up less and does not reapply, because there is nothing to reapply. Ultraviolet damage provides no immediate sensation. Sunburn appears hours later, and the long term consequences appear over decades. The feedback that would correct the belief arrives far too late to prevent the exposure that caused it.
Children are a particular concern, both because childhood sunburn is associated with later risk and because a parent applying a plant oil is making the decision on someone else's behalf.
Sun protection is a health matter. The NHS, Cancer Research UK and the British Association of Dermatologists publish guidance on protecting skin, including on shade, clothing, timing and sunscreen. What plant oils are genuinely good at
They are excellent emollients. They restore lipids to the stratum corneum, reduce transepidermal water loss, improve the feel and spreadability of a formula, carry lipophilic ingredients, and provide the sensory qualities that make a product pleasant to use. Several have well characterised fatty acid profiles that make them useful for particular skin needs. In a sunscreen, they are part of what makes the film adhere and spread, which is a real contribution to protection, indirectly.
None of that is a filter function. A category that promoted plant oils for what they do, rather than for what they do not, would be on solid ground.
What would change the assessment
A dossier submitted for a defined, characterised botanical material, with absorption spectra, stability data, toxicology and an exposure assessment, reviewed by a scientific committee and listed on the annex, together with in vivo protection determination on finished products by the standard method. If that happened, this publication would record the status as established and say so. Nothing about the argument here is a preference against botanical materials. It is a statement about what exists.
